1985年，参加由中国外交部原副部长宫达菲任会长的“中华文化艺术海外联合体”担任联络员，同时长达6年的日本留学。
In 1985, Mr. Li Shien has participated in the “Federation of Chinese cultural art overseas” and has become the liaison man. He has been in Japan for education for six years.
1991年，日本国国际手艺学院毕业。
In 1991, Mr. Li Shien has graduated from Japan International Institute of handicraft.
1992年，担任日本国明治物产驻上海首席代表。
In 1992, Mr. Li Shien has become the chief representative of Japanese Meiji property in Shanghai.
1993年，担任联合国技术信息促进系统中国国家分部华东办事处副主任，得到了中国各地政府的支持。
In 1993, Mr. Li Shien has become the vice Director of eastern China Office of the national branch of United Nations TIPS. He has gained the supports from Chinese local governments.

In 2004, DEVNET has held in Shanghai, China, the annual conference of DEVNET association. Mr. Li Shien was the deputy Secretary-General of annual conference. He coordinated and integrated the relevant international organizations, including that former Japanese President Mr. Kaifu came to visit China.
2010年上海世博会国际信息发展网馆担任展区总代表兼馆长，主要负责与中国中央政府，各地方政府，企业间的合作沟通与交流。
In 2010, Mr. Li Shien was selected as the General Representative and Director for the exhibition area DEVNET Pavilion in Shanghai Expo, mainly in charge of communications and exchanges among Chinese Central Government, local governments and corporations.
2010年国际信息发展组织DEVNET组建国际组织大厦筹建委员会，担任筹委会主任，负责将联合国有关机构及国际非政府组织引进国际组织大厦。
In 2010, DEVNET has established a preparatory committee for the construction of the Building for international organizations; Mr. Li Shien has become the director of preparatory committee. He is responsible for introducing United Nations relevant agencies and international organizations to settle in the Building for international organizations.
2012年11月24日，国际信息发展组织第一届联合代表大会暨2012年国际合作论坛在北京隆重召开，李世恩任活动总指挥并发表主旨演讲。
On November 24, 2012, International Development Information Organization hosted the First Joint Conference and the International Cooperation Forum 2012 in Beijing. Mr. Li Shien worked as the Chief Director and delivered a keynote speech.
2015年8月25日，受联合国纽约总部邀请，李世恩主席率国际信息发展组织代表团参加2015年联合国非政府组织会议，与来自世界各地的非政府组织代表交流。
On August 25, 2015, Mr. Li Shien was invited to attend the 2015 United Nations Conference on Nongovernment Organizations in New York with International Development Information Organization Delegations, where they communicated with nongovernment organizations from all over the world.
2015年9月27日，受联合国纽约总部邀请，李世恩主席率国际信息发展组织代表团参加第70届联合国首脑大会，与来自154位国家元首和政府首脑以及30位部长共同讨论未来15年的可持续发展目标。
On September 27, 2015, Mr. Li Shien was invited to attend the 70th Session of the UN General Assembly at Headquarter of UN, New York with International Development Information Organization Delegations, where they discussed the Sustainable Development Goals in the following 15 years with 154 heads of states and governments as well as 30 ministers.
