From July 28th 2010 to July 30th 2010, DEVNET pavilion of Shanghai Expo has cooperated DEVNET, Department of International Disaster Reduction of United Nations, UN-HABITAT and Governmental organizations in global sustainable development have held in Ever Bright Convention and Exhibition Center “the Strategic Seminar of International Disaster Reduction; Unity & Aid Expo 2010 ” . This time the activity has received a great support from Municipal government of Tianjing, Bureau of Disaster Reduction from Division of Disaster Relief from the Ministry of Civil Affairs and Shanghai Science and Technology Museum.
Disasters happen frequently in the global world nowadays. City relief and protection have already become an indivisible part of good city life. How to reduce the loss to the city caused by natural disasters, how to confront the natural disasters with a correct attitude, how to create a better life for people in a harmonious society without anxiety, all these questions become important topic concerned by every country. A lot of new topics become more important in our daily life in the city such as, the function of disaster-defense and disaster-resist of city buildings, the prevention and control of Large-scale urban plague, the safety of water and food in the city, the capabilities of urban anti-terrorism and emergency response, the application of new high
technology of city environmental protection and city energy conservation, the training system of professional talents of city emergency relief, the communication and coordination of international city relief, etc. Therefore, we decided to use the city relief as the important theme of the content presenting in the international pavilion.
We think that this time the exhibition will help make full preparation to the emergency relief when accidental affairs happen in the central downtown and nearby areas of the city in order to reduce the Casualties and material losses, mixing concrete content in the Expo theme of “Better City, Better Life”.
The special representative of the secretary of the International Disasters Reduction Bureau of the United Nations, Mrs. Marguerite, the President of International Substantial Development governmental organization and the vice mayor of Vancouver Canada Mr. David Cadman, the president of Shanghai’s Women Federation, Mrs. Zhang Lili, the curator of Shanghai Science and Technology Museum, Mr. Gu Jiansheng, the representative of China Ministry of Civil Affairs, those kinds of distinguished guests at home and abroad have been invited to attend to opening ceremony and relevant research seminars.
The conference has been held during 2010 China Shanghai Expo. This is the first time a world exposition has been held by a developing country with the theme of “Better City, Better Life”——This is the hope of human for better living conditions in the future city environment. This theme represents that international society has showed a great concern to the city strategy and substantial development policies. It is estimated by relevant agencies of United Nations, the population of people living in the urban areas will reach 55 percent of total number in 2010. More people will face the problem caused by the lack of fundamental basis, medical equipment, basis services and other risk issues. This time the conference has been held in the global backdrop of “build a safer city”.
The meeting is divided in two parts: exposition and seminar. Exposition lays emphasis on the technology of the prevention and the warming of natural disasters, risk and catastrophe, as well as the recovery and reconstruction after the disaster presented by enterprises and agencies in city area. Seminar will gather the representatives of organizations and international action plan, the representatives of the professional agency that focus on the city humanitarian emergency relief and the representatives of local government who are in charge of humanitarian emergency relief from all over the world together to discuss the questions of Pre-disaster warning, disaster relief and reconstruction after disaster. The meeting will push the realization of the target
of “build a flexible city”. This time the meeting will also cooperate and supervise the progress of city risk reduction, giving relevant propositions and leading documents. The exhibits and samples of disaster and risk reduction will give stable helps and supports for the staffs that are in charge of the prevention of disaster and the response to risk. These exhibits and samples will reinforce their knowledge storage in order to reduce the potential opportunities of risks.
The main purpose of this forum is to promote the experience exchange of disaster and risk reduction; to promote the knowledge and information communication of disaster and risk reduction between city department of China and international city department; to support the construction of international information network from city government and non-governmental organizations on the basis of humanitarian emergency relief; to promote the exchange and communication of knowledge and information of management from every stage between Chinese city, department, national and international cities and department on the basis of humanitarian emergency relief; to promote the formation of cooperative partnership of public and civil area on the basis of humanitarian.
2010 Shanghai Expo has provided the leaders, the policy makers, visionary people and creative thinkers with a timely opportunity to talk with their Chinese peers. Unity & Aid Expo 2010 and International Disaster Reduction Strategic Seminar will invite leaders of local government, technology organization and internet from China and all over the world to share their successful experience of disaster and risk reduction in order to promote knowledge and information sharing, to establish cooperative partnership, particularly to establish a cooperative partnership between local and central government, public society and social community organizations.
The Municipal Government of Tianjing has confirmed that it will hold in Tianjing in 2011 the second session of "Unity & Aid Expo 2011"
