History Overview

DEVNET is the global technology, economy and trade system jointly founded by UNDP and UNFSTD in accordance with UNFSTD、PROSECT、INT/83-T01 Reslution in 1985 with the aim to promote trade exchange, technology transfer and economic cooperation between developing and developed countries. China is one of the earliest member countries of DEVNET. ECOSOC (UN) granted DEVNET permanent consultative status (Category 1) in 1995,symbolizing the official partnership between UN and NGO. This status is exclusively granted to the NGO whose business covers various fields globally and that contributes greatly to the international community. Few NGOs are entitled with this status. The rank of the consultative status determines the fields and scopes for NGO to attend UN relevant activities. Based , Italy, with branches in more than 40 countries and areas worldwide, DEVNET is the executing agency of TIPS entitled by UNFSTD as well as UNDP. It also is responsible for Winner project, ALPYMES project and IDEASS project. Meanwhile, DEVNET plays the role as the technology exchange platform between developing and developed countries.
DEVNET aims at contributing to the developing countries’ economic development under the framework of MDGs (UN), advocating human sustainable development, promoting equality culture between rights and opportunities by improving the new capability of the social disadvantaged people, advancing gender equality by empowering women to eradicate poverty and strengthen democracy, increasing corporation competitiveness by ICT application and raising the public awareness about social and environmental system of accountability by assisting the development of the corporate departments, promoting the economic integration between developing and developed countries, advancing cooperative networking relations between corporations to form network integration, and encouraging worldwide sustainable development.

【History Overview 】
In Oct 2004, with the approval of China Ministry of Science and Technology, DEVNET, China Institute of Science and Technology Information and China Federation of Industry and Economy jointly held “International Information Exchange Event for Technological and Economic Cooperation Projects-----DEVNET 2004 Annual Event ” with UNIDO as its supporting unit, including “ International Cooperation and Enterprise Development Forum” and “Exhibition for International Technological and Economic Cooperation Projects ”, themed with international technological and economic cooperation and development. This event is respectively held in Shanghai International Conference Center and Shanghai Exhibition Center.
Many VIPs from international agencies such as UNDP and ADB attended this event. In addtion, there are more than 100 foreign visitors attending the event, including 10 worldwide financial institutions, chamber of commerce, research institutes, corporations and representatives of member countries of DEVNET system. Ms. Deng Nan, the then deputy minister of China Ministry of Science and Technology came to the meeting and made the keynote speech, in which she gave positive feedback and full support to the contribution Devnet made to home and abroad science, technology, and economy development and to this event. At the invitation of Mr. Xu Guanhua, minister of China Ministry of Science and Technology, former Japan prime minister Mr. Kaifu Toshiki with the Japan institutions and corporate delegation attended this event and made speech. Important attendees include Dr. Savio, president of Devnet, Dr. Daniel Barrios, general director, macro economic consultant of UNDP (China), project director of UN Latin America and Carribean Economic Committee, Mr. Fulcius, rotating director of ADB, president of American futures exchange, secretary of Philipine Foreign Ministry, president of Italian Bank, Mr. Li Wuwei, the present deputy president of CPPCC, Mr. Ai Feng, China famous economist and more than 10 Chinese experts such as Mr. Zhong Pengrong and so on.
Exhibition for International Technological and Economic Cooperation Projects aroused great attention at home and abroad as well. The total exhibition space reaches 5000squaremeters and more than 2500 international projects were showcased and introduced. Many cities representatives reached cooperation intentions with the foreign exhibiting enterprises and invited them to visit their cities. After more than 1year communication, we arranged foreign investors to visit China and inspect the projects.
In the closing ceremony, we launched project signing ceremony. There are 14 projects such as UN Asian-Pacific Emergency Relief Products Center and Ha’Erbin subway reaching cooperation agreement with signing volume 1billion USDs.
This annual event got the great support from Shanghai Foreign Affairs Office, Shanghai Municipal Committee, Shanghai Public Security Bureau, Shanghai Federation of Industry and Economy and Shanghai small and medium size enterprises and so on. We also got positive support from many municipal governments since there are around 1000 people from more than 40 cities attending the event. About 20 media such as China Daily, China Newspaper of Industry and Commerce and so on made follow-up report to the event. Devnet will further use and explore broad international cooperation channel. Through our platform, we hope to look for new business opportunities for the exchange and cooperation of the technology, economy and trade between developing countries and developed countries.
Devnet has assisted local government to establish International Emergency Relief Base in coordination with the infrastructure construction of Asian countries and working priority of UN relevant agencies. For example, Nan Ning city of Guang Xi autonomous region is now building “International Humanitarian Emergency Relief Guang Xi Park”.
At the same time the production base of special purpose vehicle is under construction with Han Dan city of He Bei province as its center. Meanwhile international relief logistic base with Japan okinawa as its center and Asia Forum Center centered in Jizhou Island is in construction as well. Swiztherland Operation Center of UNOPS has actively participated in humanitarian relief projects among cities.

DEVNET attended Aid and Trade Event in 2007, 2008 in Geneva, Switzerland and 2009 Aid and Trade Event in Washington D.C. of U.S. and brought relevant Asian enterprises including China ones to enter this platform to make full use of the social network and grasped the chance that international humanitarian relief trade was strategically transferred to Asian corporations.

The 2011 Aid and Trade Event is changed into 2011 AIDF. Just after 2010 Shanghai world expo, the international relief and trade exhibition bureau invited Devnet again to participate in it and be responsible for Asian exhibition zones.
This event covers promotion conference, seminar, experience zone and three dimensional media and so on to showcase and promote the corporation products in a multi-facet way. The exhibits in various broad fields help to provide excellent opportunities to upgrade corporation image. The exhibits can occupy the majority markets in a short time and more sales channels can be established. This is a very economic and effective sale and marketing platform by realizing more goals in two days of participation in the event. It provides business communication and create value for every clients. As the international organization, Devnet formally signed up participant contract with world expo bureau which is on behalf of Chinese government. Devnet has its own independent pavilion in the international organization zone of world expo park. In combination of 2010 Shanghai World Expo theme “Better City, Better Life”, Devnet reflected “City Relief and Harmonious Life” concept through various exhibition ways such as “pavilion within pavilion” and all kinds of forums and interactions, promoting the settlement of world expo projects and international cooperation of technology, trade and economy. Mr. Boutros Boutros-Ghali, former secretary general of UN was the honorable chairman of our pavilion. During world expo, Devnet Pavilion has received nearly millions of visitors. Meanwhile, Devnet was the first international organization to confirm to participate in world expo online. Devnet has invited the president of global sustainable development government organization, under-secretary of UN, Ms.Margareta Wahlström(assistant secretary general of UN and president of UN/ISDR), Mr. David Cadman (deputy mayor of Vancouver city), Mr.RODRIGUEZ, ARSENIO (chief of UNEP in Latin-America and Carribean region), Zheng Rui (chief in Asian region of UN Convention to Combat Desertification), Fulcius (executive director of ADB), Liberato C. Bautista (President of CONGO) and other international celebrities as well as leaders from Chinese central government and local government and corporations to come to Devnet Pavilion to interact, communicate and cooperate.

During Shanghai World Expo, Devnet showcased the development accomplishment in 100 countries worldwide with 3600square meters independent pavilion and collected thousands of international high-tech promotional projects. Devnet hopes to demostrate the theme “ city relief and harmonius life” by means of pavilion within pavilion. It calls for the public to jointly explore the relationship between city relief and harmonious life by showcasing environmental-friendly, energy-efficient, high-technology related to international relief as well as the latest achievements the city made in international emergency relief aspects.
Devnet Pavilion is adjacent to the exit and entrace of Expo stop in the subway so there are almost 100thousand visitors passing by or gathering here. Our pavilion is one of the most popular international pavilion titled as “information explosion”.
We have invited Japan famous architect Takamatsu Shin to design our pavilion. The interior of the pavilion is sparkling with the unveiling of water cube and light cube. At the entrance of the pavilion, there are 6 columns with diameter of 1.5 meter. The column is packed with transparent glass. Using water cube, aka water fall, written sample or pattern is formed by computer calculation. With the replay of lights, visitors’ attention is greatly aroused. The water in the column is from Yangtze river, yellow river and Tai lake, symbolizing gathering, cooperation and harmony.
There are 2 streets on the first floor of the pavilion. The left one is called Japan cultural street while the right one is called European street in the aspects of culture, technology and life.
It is composed by several parts such as the replica of Athen Parthenon temple. 6 of the 24 columns are carved with the list of world cultural heritage such as China Imperial Palace, China Great Wall, Japan Golden Temple, French Louvre Museum and so on. The 18 columns in the back row are to welcome all nations (including China) to apply for world cultural, natural and historic heritage with the help of UN agencies and international organizations. 4 rotating screens are installed to play those heritage in order to call for the conservation of those heritage.
The edge-cutting technologies are also showcased on the first floor centered with the worldwide hot topics such as environmental protection, energy protection, low-carbon, desertification, city flood and world flu and so on.
On the second floor international corporate cultural exhibition center (shown by Red Cover) is constructed. Taking the occasion of Shanghai World Expo, Devnet will introduce the international advanced concept into China, build up professional alliance with many fields in order to form a better field allinace system and also assist China to get more voice in the international community. Since this is the first time the world expo is held in the developing country, Chinese enterprises will win its reputation and increase its image and social public remarks and also create opportunities for upgrading its added value through exhibition and communications in Devnet Pavilion. We will put them on the front page of Devnet formal website and magazine and award relevant exhibition certificate of world expo. 2VIP rooms on the second floor are built for the rest of guests at home and abroad. It also exhibits valuable artifacts and famous paintings, winning the praise of numorous VIPs. The studio is built for the news releasing of international projects and relevant activities.

How to use high technology to protect our urban sustainable and ecological development is one hot topic so our exhibits also include the latest fruits of international city relief.
In environmental protection aspect, we will introduce the world advanced technology such as urban sewage treatment system and city air purification treatment system. We will showcase these technologies and popularize these knowledge to the visitors and tell them global warming will do harm to urban dwellers so we should effectively control the more and more severe city environmental polution and reduce natural disaster risk by using high technology.

Devnet signed global promotional agent of liquid glass with Japan part and listed this project in the DEVNET International Cooperation and Development Project.
The typical project inside the pavilion is liquid glass. This complete mineral can be coated under normal temperature so that various material is covered with a layer of hard non-crystalline glass membrane. It has strong ultra-violet protection, long-term duration. It is also anti-combustion, water-proof, anti-rusty and anti-pollution. With these advantages, it teaches us how to effectively use limited resources around us and advocate healthy and scientific urban life.
By the exhibition of the above products and technology, the theme “city relief and harmonious life” is well reflected. What’s more, the innovation of city technology, community construction and economic prosperity are combined such as latest-developed paper used for make-shift shelter. (see the picture below)

Urban farm system builds a new city image by combining historic and modern elements. It overturned all the traditions. It breaks the old working and living model by integration of social community, square and shopping malls so as to form a real experimental area in which includs various elements such as work, study and life. We can imagine if we introduce a series of urban farm into a specific city, it will greatly enrich the city space just as a multiple geometric graphics.
During 184 days of world expo, Devnet Pavilion held lots of forums with expertising attendees from 30-40 countries and regions. After two years’ effort, Devnet collected thousands of worldwide exhibition and investment projects. Due to the limited exhibition space, we reserve one multi-functional room with nearly 180 square meters on the first floor for the above projects to publicize and communicate so we provide the direct exchange platform for Chinese government and enterprises. This is to meet the strong requirement of local governments and enterprises. It is one of the best way to reach fruitful results. We can also learn the latest technological achievement from worldwide through this international platform such as many world-level latest innovation and just-out of lab achievements. With integration of local resources and further exchange in various fields such as environmental protection, energy efficiency, culture and high-technology, we aim to enlarge local investment and promote local resources through world expo and our information platform. The event consists of exhibition and forum. The exhibition is mainly focused on the technology showcase about natural disaster risk, disaster prepareness, disaster warning and after-disaster reconstruction while the forum mainly talked about pre-disaster warning, disaster relief and after-disaster reconstruction among representatives of international organizations and international action plan, representatives from professional emergency relief agencies and local government representatives from cities worldwide.

This 2010 city fair also attracted more than 20 municipal governments to come to visit. Shi Jiazhuang, Xi’ An, Luo Yang, Dan Dong, Fo Shan also express their strong interest in it. They hope to show their city image, look for partners, promote investment and upgrade city image.
In this city fair, lots of internaitonal producers and merchants hope to explore the Chinese market and become the supplier of emergency relief equipments and resources for Chinese local governments. Meanwhile, they can have communication with Chinese city government so as to learn investment environment and seek distributors, raw-material suppliers and processing vendor, preparing for entering Chinese market.
Chinese enterprises are more likely becoming the cooperative partners by exchanging information with oversea peers and helping its own brand and products go abroad on one hand. On the other hand, this event helps to learn development trend of international emergency relief trend as well as international advanced technology and experience so it makes benefit for the corporations to increase their professional knowledge and long-term development. Therefore, this city expo will become the good platform for city and enterprise exchange. In future, we will cooperate with different cities and governments to jointly develop this platform.
8 September 2010 is the honorary day of Devnet Pavilion. Meanwhile, it is the tenth anniversary of the launching of MDGs. Devnet Pavilion held lots of forums and activities to commemorate this important day.
On 8 Sep 2000, 192 national heads signed up MDGs. They plan to realize the 8 goals related to poverty, disease, education, environmental protection and cooperation in 15years. Ten years have passed. As the international information agency, Devnet is bound to publize relevant information to the world. By the world expo platform and taking the chance of honorary day, we want to tell the world about latest progress we have made in realizing MDGs and warn them that we still have lots goals unfinished despite we have made lots of progress.
【Post World Expo】
The world expo is titled as the economy, culture and technology Olympics. It is big international event in which the participants showcase its comprehensive capacity to the world. To hold the world expo not only brings opportunities to the participating countries, enlarge international communications and cooperations and promotes economic development but also creates great social and economic profits,increases the vision and reputation of the host of the world expo and advances the social prosperity and progress. Therefore, the host city of world expo is attached great attention by the world citizen.
The 2010 Shanghai World Expo will quicken the construction of the cities along Yangze River Delta and help form the world expo circle and integrate the national-level city group into the world sixth city zone.
How to enter “post expo era” has been envisioned before the start of world expo by DEVNET. What will be left after one successful and wonderful world expo for the cities and corporation? How do we continue the world expo effect? All these tasks are under the responsibility of DEVNET Pavilion.
Before the world expo, Devnet has signed up International Interactive Agreement with many cities and corporations in China such as Wen Zhou city, Fo Shan city, Rui Chang, Chang Zhou, Qing Yang, Nan Jing, Hu Zhou, Erduos, Shi Jiazhuang, Cang Nan and Nin Bo and so on, which exemplifies the cities and corporations are willing to actively participate in world expo and make concerted efforts to promote the housing of post-expo projects.

On 20 Oct 2010, “high tech exhibition center of DEVNET Pavilion---Post-Expo DEVNET International Park in Zhen Hai of Nin Bo city”project was successfully housed in Zhen Hai new area of Nin Bo city by DEVNET with the cooperation of Nin Bo People’s government. The investment volume for this project reached nearly 576million RMB. This international park will be one of the high-tech exhibition centers in China and the visible platform for international and national corporations to exhibit, trade, incubate, produce and cooperate their high-tech products. More than 300 high-tech corporations are planned to sign agreement to be housed from the construction to the opening of the park. It is estimated that the number of housed companies will reach 500 in two years after the exhibition center is opened. Eco-technologic sustainable development trial base will be formed, further promoting UN MDGs. It will also promote the avanced technology communication and cooperation between DEVNET and corporations at home and abroad, building strong base for economic development and regional reputation upgrade.

DEVNET Pavilion of Shanghai World Expo will set up post expo trial base in the cities of China with functions such as high-tech projects attraction, international business investment and fund investment and international conference and so on, making it fruitable and marketable. We will also set up DEVNET Building with city development concept such as international exhibition, conference, hotel and tourism so as to promote local dwellers employment and economic development and so on.
During the famous Shanghai World Expo, DEVNET with consultative status (category 1)by ECOSOC made every effort to house Winner University in Erduos city via several friendly negotiation and connection with Erduos city government in order to promote the international projects of DEVNET Pavilion,taking the chance of Shanghai World Expo.
In order to promote and settle down the project, China Erduos Women Federation actively talked with the local education department and drafted <>, which was submitted to Erduos People’s Government and DEVNET for assessment. On 5 May, after on-spot inspection, DEVNET signed International Cooperatoin Memrandum with Erduos Municipal Government.
【WINNER Project】
Winner Project focusing on women enterpreneurial capability training, improvement and education business world wide has been executed by DEVNET for more than 20 years. At ten am, 30 Oct 2010, the cooperative project---Winner University Erduos Subbranch between Erduos People’s Government and DEVNET with consultative status (category 1)granted by ECOSOC held its stone laying ceremony in Kang Bashixin district, Erduos city. The director of investment research institute of national development reform commission, Mr. Zhang Yonggui, the secretary general of China Investment Association, Mr. Ren Yuling, the attache of China State Council, Ms. Zhao Wei, the former vice secretary general of CPPCC as well as the secretary of Ms. Deng Yinchao, Mr. Deng Xiaojun, the director of China People’s Calligraphy and Painting Institute, Mr. Zhao Guodong, the deputy chairman of China Intelligence Engineering Research Center under the Ministry of Education, Mr. Zhou Jianwei, the general director of East Asia Investment Company, Mr.Yun Guangzhong, the deputy secretary of Erduos Municipal Committee as well as the mayor of Erduos city, Mr.Xu Wanshan, the president of Political Consultative Council of Erduos city, Ms.Miao Xiuhua, the deputy chief of the Standing Committee of People’s Congress in Erduos city, Mr.Bao Chongming, the deputy mayor of Erduos city, Mr.An Yuan, the deputy president of Political Consultative Council of Erduos city and relevant officials of Kang Bashi New Area in Erduos city attended the ceremony.
Winner University is the main place to create, transmitte and develop the advanced gender culture as well as the cradle to nurture the mordern interdisciplinary female talents. It will play the irreplacable role in promoting gender equality and improving the women’s comprehensive ability. The Erduos branch of Winner University will provide a good platform for jointly exploring women education under the global circumstances and promoting the world women cause development. Erduos city will further intensify its communication and contact with UN relevant organizations and actively provide excellent, convenient and efficient services for the projects. We will do our best to build Erduos Winner University into the North East Asia and the worldwide first-class Women Cadre Training center.
The Winner University is facing the worldwide countries, especially the developing countries, focusing on cultivating compound type mordern women in this information era with the aim to promote male and female equality, empower the women by improving their political participation ability, development and innovation ability, economic management ability and finally realize the MDGs objectives. The head office of the Winner University is located in Shanghai while the Erduos branch will be its first college in the world. In the branch college, we plan to build mordern teaching building, digital library, computer center, high-end lab, advanced physical education equipments, mordern clinical room and other facilities. This college will become a higher level education with professional education, adult degree education and women cadre training. The total faculties in the college is estimated to reach 10,000 to 15,000 after the college is built. We will mainly recruit the teachers, medical staff, civil servants, corporate women leaders, women enterpreneure in the west China as well as the women leaders in north east Asia and north europe and so on.
